With regard to the system of import certificates

approved by the Assonbly in 1921 and again recommanded in 1922

the Advisory Committee regrets that a number of states, Members

of the League and Parties to the Opium Conventions, have not yet

signified their adoption of this system. (x). The Fifth Committee

last year fully adopted the view of the Ldvisory Committee that

the import certificate system is the most effective method so far

suggested by which the international obligations of the Convention

can be carried out by xe Statas, parties to it. It aalised on

the other hand the very serious difficulties arising from the fact

that several importing as well as exporting countries are still

standing outside this system, and therefore submitted to the

Assembly a proposal to the effect that "the Assembly inclines to

the view" that Governments, Parties to tno Opium Convention should

be asked to agree not to issue licencos for the import of opium

etc., from any country which has not yet ratified and put into

force the Convention and adopted also the system of import

certificates. Acknowledging, however, "the complicated and

technical character of the issues involved" the Fifth Committee

proposed "that the matter should be examined in detail by the

Advisory Committee" before any dofinite action was taken.

This special question was the subject laid before the Advisory

Committee at its extraordinary meeting in January this year,
